Ensuring Road Safety: The 2024 CVSA International Roadcheck
From May 14-16, the Commercial Vehicle Safety Alliance (CVSA) will conduct its annual International Roadcheck across Canada, Mexico, and the United States. This event is a key initiative in promoting the safety and regulatory compliance of commercial motor vehicles. Over these three days, CVSA-certified law enforcement personnel will conduct a series of inspections at various stations and temporary sites to ensure that both vehicles and drivers adhere to the stringent standards set by federal and regional authorities.
Focus Areas of the 2024 Roadcheck
This year, the International Roadcheck will spotlight two critical areas: tractor protection systems and the prevention of alcohol and controlled substance possession. The emphasis on these areas is timely, given the rising concerns about substance abuse within the industry. Data from the U.S. Drug and Alcohol Clearinghouse (DACH) indicate an increase in the number of drivers in prohibited status, posing a significant risk to road safety.
To combat this issue, CVSA is urging motor carriers to enforce stringent policies against substance possession and use while on duty. Regular checks against the DACH are recommended to ensure compliance. Furthermore, the event serves as a crucial reminder to drivers to maintain sobriety and adhere to company policies strictly regarding substance use.
In addition to substance control, the Roadcheck will enhance the awareness and maintenance of tractor protection systems—vital components that may be overlooked during regular inspections. These systems include the tractor protection valve, trailer supply valve, and anti-bleed back valve. CVSA has provided detailed inspection bulletins in multiple languages to assist in the proper assessment and maintenance of these systems.
What to Expect During Inspections
The cornerstone of the Roadcheck will be the North American Standard Level I Inspection, a comprehensive 37-step process that scrutinizes both the vehicle and the driver. This procedure includes checks on the vehicle’s brakes, cargo securement, coupling devices, and many other components crucial for safe operation. Vehicles that pass this inspection without any critical issues may be awarded a CVSA decal, signifying compliance for three months.
For drivers, the inspection will cover operating credentials, hours-of-service documentation, seat belt usage, and signs of alcohol or drug impairment. Any findings of non-compliance may result in immediate out-of-service orders, barring the vehicle or driver from operation until the issues are rectified.
Adaptations for Various Circumstances
Recognizing the unpredictability of road conditions and weather, CVSA allows for flexibility in the type of inspections conducted. In less favorable conditions, inspectors may opt for a Level II Walk-Around Driver/Vehicle Inspection or a Level III Driver/Credential/Administrative Inspection. However, these inspections do not qualify for the issuance of a CVSA decal.
